So after playing a few games, it seems sending volunteers is really unbalanced. A good example is the Sino-Japanese War where the Soviet Union sends say 6-7 either 40 width divisions or armor divisions. It seems many organized MP games specifically limit who and how many divisions can be volunteered to contain these issues. There needs to be more restrictions on sending volunteers especially around size/type of divisions and who/when they can be sent.

Here is a SP example of Soviet Union sending 6 40-width divisions and absolutely crushing Japan (and yes Japan AI currently does poorly against China even without volunteers but this is just nuts):

Paradox wanted to keep the game sandboxey. The AI doesn't abuse the mechanic. I suggest you don't and keep a rule in multiplayer. This is, after all, a role-playing game to a degree.

You can send more if you spam divisions with one infantry battalion, because the maximum number you can send is usually limited by your divisions. The more spam divisions you have the more volunteers you can send. Also for the 2nd Sino Japanese War you can also send 4 volunteers to PRC which gives you 10 volunteers total as the Soviet Union assuming that you don't spam new divisions.

In one game I played, as the Soviet Union, I was able to send 24 divisions as 'volunteers' to the UK, which I used to drive out all Italian and Vichy France forces from Africa.

24 divisions of medium tanks & motorised infantry. That's not really "volunteers", is it ? That's a full-scale expeditionary force !

it caused a lot of world tension though, like 96% or something, with the result that the UK stopped exporting resources to the Soviet Union, because of the volunteers that the Soviet Union sent to help the UK. o_Oo_Oo_O

Yeah, I think the main thing is there needs to be more drawbacks to sending volunteers. Currently, you pretty much always choose to do it anytime you can since the only drawback is some small increases in WT. This is especially true for non-Axis powers such as the Soviet Union which in many cases benefit from raising WT.
