How fun would the game be if you could send missionaries to provinces you do not own? (which, by the way, would be very accurate historically)
Your missionary strength in the target province would depend on the country's stability. If you get caught, two things happen. First, the target country gets a casus belli on you. Secondly, your missionary activity in the province can continue, BUT the target country has the option to end it by force. In the latter case, the missionary progress in the province is lost, but the country gets national unrest and significant unrest in the province (all of them proportional to the progress done), and you get a casus belli on the target country IF you don't have a claim on the province.
Of course, some things may happen. For example, let's say you play as Venice(Catholic) and wanna convert Ottoman-owned Edirne (Orthodox), but at the same time Ottomans are converting it to Sunni. If your missionary strength is greater than theirs, you will convert Edirne at a strength of your MS minus their MS (and the other way around in the other case). If the two MS's are equal, then nobody makes any progress.
And of course, if someone sends a missionary on you and you discover it, you may send a missionary to that province to slowly cancel their progress (again, if your MS is greater than theirs). This is a peaceful alternative to ending the conversion by force so it doesn't cause any penalties, but may take a lot of time.
This would make the religion in-game so much more fluid! What do you think?
