send delegate to the pope : sometimes there, sometimes not.

How come I cannot always send a delegate to the pope, even though I have 5 missionaries?

..I have one conversion attempt running, low infamy, not excommed, at peace...The decision is simply missing..?

You can only send a delegate if your papal influence is below 25.
