The good thing is that our treasury will allow building them because our policy has been cautious financially. I think we can add one port and one mine to the list especially since both aedile and quaestor are very skilled. So, let´s build them all.

Don't get me wrong i agree on the garrisons.
But i would like the Aedile to concentrate on economical buildings first.
Increase of income is vary important because Carthage is growing stronger and stronger each day.

First of all, I want to congratulate Merula for a great victory that crushed the Gauls' morale even more. I think he enjoyed his revenge on Vercingetorix.
They are finished, and they obviously know it. I hope they'll have time, until the end of our conquests, to reflect on their big mistakes of the past - first in infuriating us with their cowardly ambush, then in refusing our quite reasonable peace offer.

It will still take time until all provinces are ours, but the final outcome is certain, as everyone can see.
I fully agree with Aquila's plan. 4 legions will destroy the pathetic remains of the once proud and victorious Gallic army, and in a few months, Lentulus will be sieging Armorica. Then, only one poor single province will be free, until the inevitable happens.

With the current low morale of Gauls, I wouldn't be surprised if Narbo fell in the next weeks. The garrison is strong, but they have 3 legions sieging them, and are totally cut off. On the other hand, they know we'll show no mercy; were I a rebel in Narbonensis, I would fight to death.

I also expect Latium to be free of brigands very soon. The last few groups will easily be dealt with. If necessary, my trusted Gaius Geminius' newly recruited legion from Campania should be enough to do the job.

Now, Latium and - when reconquered - Narbonensis are pretty worrying. We really should improve the situation in these provinces; they're the only obstacle to expanding citizenship to one or two provinces of Northern Italy, provinces who have been proven quite loyal so far, and who obviously and openly appreciate the benevolent rule of Rome.

I also agree with Draconius proposals for improving our provinces.
Right now, we have 3 provinces with basic fortifications (Etruria, Campania and Cisalpine Gaul). It's crucial to improve them at least in Etruria and Campania - and if possible in Cisalpine Gaul.
Sooner or later, we will have to ponder improving even our best fortifications, particularly in Latium.
Aquitania and Central Gaul, fresh conquests, still lack mine and port; since all our provinces are now free of any counter-attack from the Gauls, we're free to build these.
Last but not least, Apulia, Etruria and Umbria lack major temples.
As far as I'm concerned, we could build all these important buildings. All this construction program will cost us roughly 1750 denarii; even if I add our Pontifex' expenses, we would have more than twice as much money in our treasury. We have enough money for it, and I'll make sure the taxes will be at least as big next time.
Of course, I'm aware we'll soon have 4 more provinces requiring our engineers and our money, but our economic basis is now strong.

And now, I will go back to the busy and stressful tax collection.

We don't have to build the forts now. They're situated deep in our territory, and thus are not an urgency. Focus on temples and mines/ports, we will need a good financial base to sustain and supply an army capable of standing up to Carthago.

But I'd like an alternative, that is concluding a 20 year term in a Roman Legion. Our legions, with their discipline and leadership, are the perfect way to correct their misbehavior, and serve Roma at the same time


OOC : Possible event making reinforcement cheaper in provinces that rebelled, although I suppose it would have to override Lex Draconia's effects.

As a co-Consul I will veto the motion to overrule Lex Draconia. If someone decides to start an armed rebellion against Rome then he will do it willingly and knowingly. There will be no excuse to keep that person alive. Moving him to the border territories will make him a possible ally for invading foreign armies during the time of war. The only true option is to crucify him.

Also, we Roman´s shouldn´t ever enslave other Roman citizens. If someone sells himself to debt slavery that is one thing but the Roman government should never enslave Roman citizens. That would be a bad example and it could be misused in future.

Consul Lucius Aquila holds a public feast in Rome, that is a considerable success and increases his prestige. Gnaeus Scipio Lentulus organizes Games in Campania, that increase his prestige and the local happiness slightly.

A small slave uprising occurs in Lugdinensis. The Province generates only 50% income during the unrest.

Pontifex report:
Quintus Livius Varro travels through nearly all Provinces of the Republic and succeeds to improve the Happiness in Campania, Etruria, Lugdinensis and Umbria by 5. His arrival in Dalmatia coincides with several good omen, thus the Happiness of the Population increases by 10.

Due to the Gaul War, the Happiness in all Provinces decreases by 1.

Provinces with below-average Happiness are Bruttium, Liguria, Venetia (47 each), Umbria (45), Apulia (42), Campania (36), Aquitania, Central Gaul and Latium (28 each).

Aedile report:
Tiberius Belisarius informs the Senate about several constructions. The Fortifications in Campania and Etruria have been improved. Furthermore a Mine has been built in Central Gaul and a Port in Aquitania. All these constructions were build without further events.

The construction of a Temple was finished earlier than expected due to the Aedile`s outstanding management of the available workforce. Thus the expenses for this project are reduced to 200 Denarii.

Quaestor report:
Sextus Atilius Aelianus negotiates with the Merchant Guilds concerning the usage of the new Mine and Port. While the Mine will generate another 30 Denarii, Aelianus fails to obtain a favorable result with the Port, that will generate 20 Denarii only.

On the other hand, he excels at managing the tax collection, thus the Taxes for the last six months sum up to 1.232 Denarii. The Treasury holds 3.977 Denarii.

Tribune report:
Four Legions receive reinforcements.

Tribune Gnaeus Scipio Lentulus manages to engage the Gaul Army in Armorica in a field battle. The two lines crush in another. In the following bloody battle, most of the Gaul forces are destroyed while a small rest is able to flee from the field. With nowhere to retreat to, the remaining Gauls flee to the city of Condate and reinforce the Garrison. Lentulus starts to siege the city.

Aulus Manlius Merula enters Germania Superior with two Legions. He immediately assaults the city of Trier. Although the Defenders suffer large casualties, they can repulse the roman Soldiers. The same goes for Tribune Gaius Geminius, who takes command of the forces in Belgica, besieging the city of Samarobriva and also Tribune Decimus Cominius in Narbonensis.

In a final battle, Tribune Aulus Quinctius destroys the last rebel forces in Latium while suffering small casualties. The population is happy to be relieved of this threat and its Happiness increases.

Spy report:
The Spy reports, that Vercingetorix is unable to recruit new troops, since all Gaul Provinces are besieged by roman forces.

Foreign affairs:

Carthage continues to siege the cities in Gaetulia and Mauretania, while Numidia gathers forces in Sahara. Warscore: 6 (Carthage)

These will be my preliminary orders:

1. We need to reinforce legions at Armorica, Latium, Germania Superior and Narbonensis. (-120)
2. We should 325 denaari to Pontifex to increase happiness in all provinces except Lugdinensis and Narbonensis.
3. We will need better fortifications at Cisalpine Gaul (-200) and we should build temples at Umbria and Etruria. (-500)
4. We should send emissaries to Transalpine Gaul to convince them to abandon their alliance with Carthage and to Egypt to improve relations between Rome and Egypt against the common Carthaginean enemy.(-50)

The total cost of this would be 1195 denaari.

I am suggesting that when the war against Gauls is over then we should grant Liguria, Venetia and Gaul Cisalpine the Roman citizenship.

I'm against better relations with Transalpine Gaul. I want it to be a provinces of rome not an ally.
We should just conquer it in the first stages of the future war with Carthage. Its a wast of time and money to keep sending envoys.

All the other points are good. We should order the Tribunes to if possible to attack the capitals. Narbonensis and Germania.
The faster we get them the faster we have more income.
