Some thoughts: (Sorry, RP will come later after I've had some time to think about what Gnaeus would say here. Besides, there isn't much to do for the Censor at this particular moment in time.)

Trade; We really need some trade income here.
How about we try to approach all of the independents, instead of just one of them? Fire many shots at once, see what sticks:

As an alternative, we can ask Aulus Manlius Merula to parade around a bit near the Transalpine border and send a diplomat suggesting that unless the Transalpine Gaul change their minds regarding trade relations with the Romans the Roman Republic has no use for the Transalpine Gaul being independent.
We can't attack them outright, mind - no proper casus belli, attacking them now would give the Carthagians and the Egyptians both a Casus Belli on us..

Invading the barbarians; We have three choices here:
- Lugdinensis (The Gaul)
- Noricum (Germanic tribes)
- Pannonia (Eastern tribes)

The latter I don't really think is a great option - the eastern tribes have rather poor provinces, and I'd rather get a hold on the Gaul before Carthage steams up north. Secondly, attacking more than one of these is something we have to be carefull with - we risk them uniting against us.
Not that we don't run that risk when attacking just one type of barbarians, mind - but this should limit the damage a bit ..

Finally - Let's not forget sending some reinforcements Aulus' way. That, and sending a spy somewhere else..

This is my preliminary budget:

Pontifex will have 125 denarii to increase happiness.
Then we will reinforce a legion in Cisalpine Gaul which means 25 denaari.
We will build ports at Venetia and Liguria(400 denaari)
We will build road at Cisalpine Gaul(100 denaari)
I plan to send envoy in Transalpine Gaul to end trade agreement between them
and the Greeks (25 denaari).

We will spend 675 denaari this time.

I am planning to send Roman legions to invade Lugdinensis soon. However, before that we will need to reinforce them and to build roads at Gaul Cisalpina.

Yes, send a spy to Egypt, to see if there are any preparations for a campaign against Seleucia, that we could use to our advantage.

Lugdinensis would be the most suitable for your strategy of persuading Massilia to trade with us. Send an additional legion to reinforce Tribune Aulus's forces, and another one for putting down any revolts that might appear. Suggest using the legion from Latium, and the legion currently in Venetia. I hope to be able, gods permit, to make a speech in Patavium, to make sure they understand that any insurrection will incur in divine wrath.

Also, we might want, in the logic of preparing for a war with Gaul, to boost happiness in Latium as well (it being the only province with adequate installations to reduce discomfort), so we can recruit additional forces.

On the topic of city-state relations, I believe that, after the Nicomedian resolution, that it's not in the interest of Pergamum to even think about trading a broken pot with us.

OOC : I would disrupt the Carthaginian trade agreement, we don't want them getting any stronger. I would not build the road yet, I would only build it after the conquest of Lugdinium. We would apply it better on happiness programs or further economical expansion.

Also, It's 35 denarii to reinforce in a non-citizenship province. And please update the province roster when you have time, Stucken...

Senators!
Let me start with a quote: "In war we must always leave room for strokes of fortune, and accidents that cannot be foreseen."

I hear more and more talks of going to war with Gaul. Some senators haven't tought this true i fear.
The gauls are no mere savages. Have people forgotten that they knocked on Rome's door not so long ago? This won't be just a mere invasion of the border region. I fear this will be the spark that they need to unite. Like they say, theres no bigger uniter than a common enemy.

The next fase of my speech is for the warcouncil:

I've been thinking about it and came up with a potential plan:

We need atleast 9 legions.

Preperations before the war:

Build road in Cisalpine Gaul.
Increase the Garrisons in: Etruria, Latium, Campania and Bruttium.

1st fase:
3 legions attacking Lugdinensis
3 legions going to Narbonensis

1 legion in reserve in Cisalpine Gaul
2 legions defending the South.

2nd fase:

Move the legions from Narbonensis to aquitania.
Move legions from Lugdinensis to Central Gaul.
The reserve legion to Lugdinesis to guard the newly conquert lands.

After this fase i believe that the gauls should be done for. And the rest will just be mopping up.

Requierments:

We need to recruit 2 more legions (200c and 150c upkeep/turn)
Road cisalpine gaul (100c)
Garrisons (400c)
Warchest (350c) for the replacments that we will surely need and for the pontifex.

This is over 1000c not counting the upkeep. If our Quaestor keeps up the good work this will take us one year to prepare.

Any tougths?

I believe that Consul Aquila´s plan is too ambitious. I fear that the Gaul tribes would unify if we would try to do something like that. My plan is first to take just Lugdinesis because of it´s location to be a staging ground for attacks against Aquitania, Narbonensis and Central Gaul. If our first wave is just to take that poor province then the Gauls will not realize that we will later launch second wave. They may ignore the conquest of Lugdinesis but after taking that province we should take the next three provinces at the same time. We can execute the phase one quite soon when we have a road to Gaul Cisalpina.

I would stick building up ports and mines now. However, in near future, I will suggest building three or four legions because we will need three legions for each three attack which mean that for the all-out attack we would need 9 legions and our 3 legions at garrison duty.

OOC : If I understood well, roads have no impact on income, only impact on battles, and impact on movement if the legion needs to cross two regions without roads. So, Roleplay or Powerplay, what will win? :)

On the conquest of Lugdinium. We should conquer it as soon as possible, to increase our income, and to start boosting its happiness. We should also have cash in hand to bribe some tribes to our side. (is that possible, by the way? The romans abused it, historically)

Actually, I agree. I think we should move our Dalmatian legions and the full strength legion at Gaul Cisalpina to Lugduensis under Merula´s command. In that way, we will three legions attacking that province as soon as possible. Lugduensis is a poor but well-located province and it is the location what matters for me.

Ah, I see, that things are heatening up. A few reminder: Every turn, that enemy forces are on tribal territory, there is a chance that the appropriate Tribe unites. This chance increases with every Province conquered by said enemies (in this case: you).

As soon, as a unification occurs, the appropriate Tribe works as a NPC-country. So Diplomacy / Payments will be possible (that means, your enemies may help them too).

I`ve extended Post No. 1. Now there is a section "Foreign Relations". It shows, how the NPC-countries think about you, so you see, where you are standing.

No. Let`s assume, that you conquer Lugdinium in early 258. Then you don`t move troops in any other gaul province for three turns. Then in these three turns no dice roll will be performed.

I have come to talk about the unpleasantness as the port in Bruttium. I merely hired a Dalmatian merchant's ship and crew to bring some timber from Dalmatia and bring it to the construction site. Sadly, the scum made off with the timber and were last seen alive in Attica selling the timber to a greek merchant. The Dalmatians have been taken care of by my agents. It cost a little more to buy the timber back from the Greek, and this was the reason why the project went a little overbudget. I support the war against the Gauls, the Barbarians need to be brought civilization.

Prestige doesn`t "do" anything. The goal of the game is, that the players cooperate and forge an empire. But someday this game will end, and then Prestige is a measure to determine individual victory.

EDIT:

No, you can`t win a coffee machine, a car or 10 nubian slaves, who fan you fresh air and feed you with grapes. :D
