In Dev diary #5, Semper Fi introduced a new penalty to fleets taking in consideration the combined hull size of the fleet and commanders skill.
In the example given, there was a 92,2% malus to posiotioning to the American fleet commanded by Halsey (level 4). Tooltip explained that each point above 12 gives an penalty of 4%. The combined hull of the fleet is 35,2.

How does the commander skill affect this? What would be the penalty for a level 3 commander? (well, more obviously, but how much?)

The commander's skill has always given a Positioning bonus, I think that's what's meant.

Currently I couldn't find the positioning value of a ship anywhere (well, in the build screen, but not with doctrines applied), is there a number somewhere?

I really think this is one of the bests idea of SF. With the super stacks gone, you can actually create realistic task forces, where a fleet with a BB, three CH and some CL and DDs are really strong. And for Germany you can create one really good fleet, that's very capable, meaning the britts need to, just as irl, have their best ships around the island for a opportunity to strike, leaving other territories less defended.

Really looking forward to test the naval changes!
