Directive 1: MDIS Reorganization
The Ministry of Defense, Intelligence and Security shall henceforth be organized into the following offices:

Office Descriptions:
Command Offices -- These offices are responsible for the planning and execution of the Eutopian military's operations. Virtually every order that comes to any soldier originates here, albeit perhaps in the most attentuated of senses.
O-0 Office of the Minister: The Office of the Minister is the hub at the center of the network that is the Ministry. The Directors of each of the other offices report to the Minister (with the partial exception of the Director of SAW.) The Office is headed by the Minister, who is in turn aided by his Deputy Ministers and the Chiefs of Staff of each of the branches.
O-1 Office of Planning: O-1 is responsible for planning operations on a strategic scale. Close coordination with O-3 is necessary to guarantee overall battlefield awareness and account for specific threats and weaknesses. Completed plans are passed to O-2 for execution.
The Director of the Office of Planning is ranked O-10, and the Deputy Director shall be ranked O-9.
O-2 Office of Operations: Among the largest of the Ministry's offices, the Office of Operations is ultimately responsible for selecting and coordinating units to execute O-1's plans. No strategic-scale manuever should be carried out without prior approval from O-2.
The Director of the Office of Operations shall be one of the Joint Chiefs; due to the responsibilities of that post, however, he or she may devolve considerable responsbility upon the Deputy Director, who shall be ranked O-10.
O-3 Office of Intelligence: The Office of Intelligence is responsible for coordinating with units in the field and with SAW to provide the most accurate picture possible of enemy positions, troop deployments, and manuevers. The Office must then pass this information along to O-1, or directly to units in the field which may be affected.
The Director of O-3 shall be ranked O-10. His or her Deputy shall be ranked O-9.
O-4 Office of Security: The Office of Security is charged with overseeing access to secure sites such as military bases and the Quadragon. In the course of doing so, O-4 is also charged with issuing Secret and Top Secret-level clearances to individuals who require them.
The Director of O-4 shall be ranked O-10. His or her Deputy shall be ranked O-9.
Personnel Offices: The MDIS Personnel offices are responsible for maintaining our fighting men and women in every regard, from pay to medical and psychological services.
O-5 Office of Personnel: The Office of Personnel is the largest and most critical of the Personnel offices. The Office is responsible for overseeing the distribution of pay, disbursing re-enlistment bonuses, and disbursing education stipends. Promotion tests (for enlisted personnel) and promotion boards (for officers) are conducted through O-5, as well.
Because of its critical role, the Office of Personnel shall be overseen by one of the Joint Chiefs. However, most of the day-to-day duties shall devolve on his or her Deputy, who shall be ranked O-10.
O-6 Office of Recruitment: The Office of Recruitment is charged with the duty of ensuring that the Eutopian military always has enough recruits to fill its billets. In doing so, they also produce advertisements and solicit young people on high school and college campuses.
The Director of this Office shall be ranked O-9; the Deputy Director shall be ranked O-8.
O-7 Office of Training: O-7 shall be responsible for guaranteeing the highest level of weapons familiarity and skill among the military's fighting troops. O-7 must also be prepared to offer regular refresher courses to familiarize veteran troops with new equipment.
The Director of this Office shall be ranked O-9; the Deputy Director shall be ranked O-8.
O-8 Office of Health: This large department shall be responsible for every aspect of a soldier's health and well-being, including both physical and mental health. O-8 shall manage the Eutopian military's hospitals and oversee her doctors and medics.
The Director of this Office shall be ranked O-9; the Deputy Director shall be ranked O-8.
O-9 Office of the Chaplain: The Office of the Chaplain shall be responsible for making spiritual services available to the Eutopian soldiery. O-9 shall also be responsible for arranging funerary services for any fatalities.
The Director of the Office of the Chaplain shall be ranked O-7; his or her Deputy shall be ranked O-6.
O-10 Office of Safety: The military is by its nature a dangerous occupation to pursue; nevertheless, the Office of Safety is charged with reducing unnecessary injury or fatalities. O-10 has no authority to interfere with combat operations that might endanger troops; their traditional role is to survey military bases, training facilities, and naval vessels to identify potentially dangerous conditions or equipment and then make recommendations to the appropriate parties.
The Director of the Office of Safety shall be ranked O-7; his or her Deputy shall be ranked O-6.
O-11 Equal Opportunity Office: The goal of the Equal Opportunity Office is to guarantee that the Eutopian military comply with Article 27 of the Eutopian Charter of Rights. In doing so, O-11 may accept cases evincing discrimination and make recommendations to the Minister, the Office of Personnel, or the Judge Advocate General to rectify the situation.
The Director of O-11 shall be ranked O-7; his or her Deputy shall be ranked O-6.
O-12 Office of the Judge Advocate General: The Office of the JAG is charged with assuring that all members of Eutopia's military comply with the Eutopian Code of Military Justice (EUCMJ). They have a large staff of attorneys for both prosecution and defense of violators.
The Judge Advocate General himself shall be ranked O-10; his Assistant JAG shall be ranked O-9.
Quartermaster Offices: The Quartermaster's Offices operate in parallel to the Personnel Offices; while the Personnel Offices assure that the soldiers are healthy, well-paid and ready to fight, the Quartermaster is responsible for assuring that the soldiers are adequately equipped to fight.
O-13 Office of Procurement: This crucial office is responsible for liaising with ENDTech and the Office of Foreign Affairs to assure that adequate stores are available for the troops. This includes not only military hardware such as ammunition and spare parts, but also food and fresh water. As such, the Office of Procurement spends a majority of the military's procurement budget.
The head of O-13 is ranked O-10; his or her Deputy shall be O-9.
O-14 Office of Supply: The key lynchpin in the Eutopian military's logistical network, O-14 is responsible for guaranteeing that O-13 is procuring what the troops need, and that the troops are actually getting it. It can be contrasted to the function of O-13; while the Office of Procurement is only responsible for acquiring supplies, the Office of Supply is reponsible for assuring that they get where they need to be. As such, the Office serves in large part as a bridge between O-13 and O-15, and between the line units and O-13.
As the most critical logistical office, O-14 is overseen by one of the Joint Chiefs. The day-to-day operation of the Office devolves upon his or her aide, who shall be ranked O-10.
O-15 Office of Transportation: The Office of Transportation is charged with assuring that supplies and troops get to where they need to be. To carry out this important duty, the Office has its own fleet of trucks, flatbed train cars, cargo helicopters, and cargo aircraft (the latter operated by Air Force aircrews.)
The Director of O-15 shall be ranked O-9; his or her aide shall be ranked O-8.
O-16 Office of Communications: The Office of Communications is responsible for guaranteeing clear and swift communications between all branches of the military, non-combat units, and military families. This includes operating the military's postal service, as well as telephone service to keep soldiers in touch with their families. O-16 is also responsible for guaranteeing signal security and clarity for radios, cellular, and telephone communications during military operations.
The Director of O-16 shall be ranked O-9; his or her aide shall be ranked O-8.
O-17 Office of Maintenance: The Office of Maintenance is responsible for upkeep on all military-owned facilities. This includes repairs to runways, shipyards, and the like, in addition to barracks, bunkers, and command facilities.
The Director of O-17 shall be ranked O-9; his or her aide shall be ranked O-8.
External Affairs Offices: The External Affairs Offices are responsible for coordinating with the world outside the military to improve and sustain the Eutopian military's image as a responsible and professional organization.
O-18 Office of Public Affairs: The Office of Public Affairs is responsible for liaising with the public to improve the Eutopian military's image. In this regard they may do some advertising in conjunction with the Office of Recruitment. The chief duty of the Office, however, is to make press releases, coordinate with the civilian press, and otherwise keep the public informed about military matters so far as is practicable.
The Director of O-18 shall be ranked O-8; his or her aide shall be ranked O-7.
O-19 Office of Foreign Affairs and Joint Planning: The Office of Foreign Affairs is primarily responsible for maintaining contacts with other militaries around the world. In this regard, the Office must liaise with both the MTIA, O-13, and ENDTech's Department of Acquisitions. Another chief responsibility of O-19 is to coordinate joint military efforts and training exercises with other militaries.
The Director of O-19 shall be ranked O-8; his or her aide shall be ranked O-7.
O-20 Office of the Inspector General: The Inspector General shall be responsible for oversight of spending to assure minimization of graft and waste. In pursuance of this mandate, the Inspector General shall have the freedom to launch investigations into any program except those expressly designated by the Minister as classified on the grounds of national security.
The Inspector General shall be ranked O-10; the Assistant Inspector General shall be ranked O-9.
O-21 Office of Human Rights and International Law: O-21 maintains a small cadre of lawyers trained in international law. Their responsibility is to inspect units and operations to assure compliance with the laws of war and international human rights standards. They shall also be responsible for coordinating with the Office of Training to assure that all Eutopian soldiers are familiar with the requirements of the laws of war and international human rights.
Special Service Offices: The Special Service Offices are responsible for planning and carrying out missions which would otherwise be outside the mandate or training of Eutopian's line units. They must coordinate with the Office of Planning and the Office of Operations to assure that they are used most effectively.
O-22 Counter-Insurgency Service (CIS): The Counter-Insurgency Service has as its chief mandate the protection of Eutopia and her citizens against terrorists or other insurgents. To execute this mandate, CIS shall be comprised of the finest men and women in law enforcement and the military, and shall have access to a wide range of counter-terrorist equipment, including stealth equipment.
The Director of the CIS shall be ranked O-9; his or her XO shall be ranked O-8.
O-23 Office of Special Operations (OSO): The Office of Special Operations shall be tasked with critical missions for which conventional troops are ill-suited, such as infiltration and sabotage against key enemy positions. Like CIS, OSO shall be composed of the finest men and women from the military, and shall have a wide range of equipment to execute their operations.
The Director of the CIS shall be ranked O-9; his or her XO shall be ranked O-8.
O-X Security and Analysis Wing (SAW): As the primary non-military intelligence-gathering organ of the Eutopian government, SAW shall chiefly be responsible for establishing and maintaining HUMINT resources. SAW shall also be responsible for the analysis of signals and image intelligence, and the provision of this intelligence to the Office of Intelligence when deemed necessary to protect Eutopian lives or territory.
As a quasi-civilian organization, SAW's Director shall not possess an official military rank, but it is roughly equivalent to an O-10; the Deputy Director shall have the equivalent of a rank of O-9.
