On the Minster's desk is a black phone with one button - the direct secure line from the Command and Operations Center. Suddenly, the phone buzzed flatly and a light on it started to blink.

Austri's hand went for the hotline to the Command and Ops Center before the phone started ringing. He had just read the latest Newslink.

"Levarge? What the hell are the Tilapians doing?"

The encryption gave Levarge's voice a spectral, underworld tone. "Nothing yet, sir. No particular troop movements. I felt it responsible to up the alert status to potential threat, sir. If the Tilipians do move on New Bengal, as their leadership has indicated is possible, the Bengalese may ask us for support. That's a political call, of course, but the military will be ready."

"I don't like this... if it came down to a military confrontation... could we handle the Tilapians? And how long would it take us to move a force into New Bengal that could make any real impact on the situation?"

"I believe we can take on the Tilipians, sir, although it won't be easy. Our strength is in armor, and the armor can't come into play to full effect unless we can hit the coastal plains.

"I can get boots on the ground in twelve hours, with follow-on forces in twenty-four. Actually, sir, we were discussing the creation of a contingency plan for intervening just before Newslink published. I've assigned some officers to work up a draft which I'll present to you and the President when it's complete.

"We're not facing war yet, sir. I'm just erring on the side of caution. And you can rest assured that nothing will move in a hostile manner until you order it."

"Good work. If things get any worse... I am considering moving additional troops to the border. I think this is going to come down to whether we can force Tilapia to back down, General. Keep on alert."

"Yes, sir. Unless urgent matters arise, I won't raise alert status beyond 3 without your authorization, sir.

"I left you a voice-mail with some issues, sir, for when you have a free moment."

Earl Andrews arrives with a smile on his face.

"I'm here to see the Minister. I have some good news for him."

A note from Levarge:

"Minister: There is a great deal of confusion regarding the status and quantity of the Tilipian and St. Espiritian military forces. Persuming that our intelligence community is in contact with loyalist elements in both states, can the military make some targeting requests for intelligence gathering?"

Earl Andrews arrives with a smile on his face.

"I'm here to see the Minister. I have some good news for him."

"Earl Andrews? Please, come right in! What can I do for you today?"

"Minister, I have elected to take the position at ENDTech. As my first act as the CEO of ENDTech I am here to inform you that Dragon Aircraft have 2 Mirage type fighters that ENDTech and the Air Force can use to test and train on. Dragon Aircraft has an entire facility tooled up and ready to begin production of the fighters and can be making them as soon as you give the word.

I'm still working no getting a license for the Typhoon as well. ENDTech will be making the weapons for the Mirage fighter. How is that, Minister?"

"That's excellent, Earl Andrews. However, as it may take sometime to have enough planes for our airforce produced, could you work on a.... errr... what's the word.... reburbishment program to keep at least part of the old airforce flying until the new Mirages are completed?

"Also. As I understand it, there are several classified projects underway at ENDTech. I have a basic understanding of them, and I'll send you a letter on what I do know, but I think General Levarge would be a better choice to brief you. I'll have him stop by ENDTech Headquarters."

 

[Amric]

"I'll look for the General to stop by then...as for the refurbishment of the current air force that presents a problem. That requires a license from the US companies, which is not entirely likely to be forthcoming. I will give it a try. ENDTech will be manufacturing the weapons components anyway. As for getting enough Mirages, well within a year there can be 36 planes ready for the air force. That is with full around the clock production, of course."

Andrews stands up.

"Well, I suppose I had better get over to ENDTech and see what is going on there. I will look for your report as well."

The Joint Staff requests immediate assignment of human, signals and image intelligence assets to the follow targets:

1) Current operational status of the Tilipian military airfield on New Bengal, to include information on aircraft and garrison;

2) Current operational status of the Tilipian carrier group and its attached air wing; and

3) Current military and easily-convertable civilian transport available to Tilipia to support or reinforce operations in New Bengal.

I further recommend the Minister assign a diesel submarine to patrol in international waters off the port at Buen Puerto.

Minister: Upon arrival at ENDTech to brief the Earl, I was informed that he had chosen not to take the position. Do you have a replacement in mind?

Several weeks ago, I asked two questions:

"First, the Senate has passed the Eutopian Alternative Government Location and Continuity System Act. That gives the Ministry fifty million ducats to create a new location for governmental survival. With your permission, I'd like to begin classified site evaluations. When I have a good location, I'll send you a report and, if you approve, we can break ground.

Second, in the absence of other service chiefs, I'd like to act as the Chairman of the Joint Chiefs. The Air Force and Navy are leaderless at this time, sir, and need some direction. All major decisions would, of course, be passed through your office."

If silence equals denial, then I shall not further trouble you on these matters.

Minister: I am honored by the trust you put in me with my promotion.

Regarding a joint exercise, I could contact my counterparts in the former states and find out their willingness. They could then speak to your counterparts, and perhaps we can arrange something. I have an exercise for Eutopian forces already at the planning stages; I can expand it easily enough.

Dressed in his newest uniform Captain Henry J. Tulp entered the Quadragon Building. He walks towards the Office of the Minister and turns to the secretary.

"Good afternoon miss. I am Captain Herny J. Tulp and if I'm not mistaken the Minister is expecting me."

Austri grimaced as he prepared to meet Captain Tulp.

'Great, time to meet another officer who hates me..' he thought.

Then, just like Austri's meeting with Levarge the doors to the MDIS's office swung open and there was Austri with the customary smile on his face.

"Captain Tulp, please come right in."

After the captain is seated, Austri askes:

"Captain, could you please brief me on your military career? How long you've served, that sort of thing?"

After he saluted Captain Tulp sat down.

"Well sir I joined the navy after my high school as conscript offcourse and after my service time as conscript was over I joined up for the Military College. I finished it third of my class with honours in Strategie, Tactics and History. I was sub Luitenant and received my commission as youngest officer on the ENS New Lancaster, a Knox class frigate. After three years serving on that vessel I had the honour of commanding the ENS Joyce, a minesweeper, which is quite extraordinary given my rank and age. Five years later I was lucky not to have lost any vessels and was then send to the ENS Unforgettable, a Perry-Frigate, as 2nd Luitenant. After another three years I was pormoted to Lt. Commander and in the next year there was explosion followed by a large fire that killed the 1st Luitenant and five other crewmen. For my actions during that affair I received a couple of honours in my service-file which you can review. I was also promoted to the 1st Luitenant and the second officer after the Captain, again highly unusual given my rank and age. The next year I was remarkable promoted to Captain and given the command of the ENS Unapproacheble which I currently am making me one of the youngest Captains in the Navy. Any more questions sir?"
