A message arrives from the President
Per MDIS,

As I mentioned in the letter I sent you earlier, I had contacted the Russians about ordering 30 SU-37 Super Flanker fighters. I have received a response that appears reasonable. Can you hustle a small team of air force personnel out to their facility, take a tour, and pay for some training. They should leave tomorrow at the latest. Include at least one test pilot or our best pilot and an air force general. The price seems reasonable and they would be willing to sell to us, which is better than being turned downed by the Americans or Europeans. As long as the air force team thinks these planes would be okay, I would favor going ahead with the purchase. We are going to need a friend with veto power on the Security Council if we want to stop this Chinese resolution about the Hainan Star incident from being passed. I have made a friendly overture to Americans, but I don't think it will get us more than an abstention from them unless someone else vetos it as well. By directing this order to the Russians, we might get some good planes and keep the Chinese off our backs.

I will tell the Russians that our air force team will be arriving the day after tomorrow.

A fax arrives from the Coast Guard Station at Landfall.

CGS/LANDFALL TO OPS MDIS, OPS MESA, OPS MTIA

At 0330 local M/V Garry Boldwater (Liberian registry, 4500 tons) foundered and sank approx. 30 miles NNE of Landfall. CG cutter Adroit assisted in removal of crew and papers. Injuries to crew minor.

OPS MESA: Manifest of vessel indicated general cargo including nuclear testing equipment CPT University of Neuwestbaden. Paperwork in order for import. Test amounts of radioactives aboard. Other equipment included gas seperation centrifuges, high end measuring gauges, similar equipment. Given water depth, environmental damage is judged to be minimal to none. Please advise.

President Loic de Fourgéres makes an appointment to see MDIS Frans Truman in the Quadragon, and comes to see him. After they are seated, he begins.
"We have been very lucky, my friend. You saw that message from the Coast Guard about the ship that sunk with the nuclear 'research' equipment on board. They had a permit signed by signed by you for that highly sensitive material. Don't tell me, let me guess. The folks from the Maskirovka Tea Room asked you for something more than just the thirty million dollars for the spare parts? How many of those pieces of paper did you sign?

I assume, since FLEA says the University didn't order that stuff, that it was going to go missing before it got there. And since they weren't expecting it, no 'theft' would be reported. The question is whether it was bound for somewhere overseas or whether there is another terrorist plot cooking up here at home. I wouldn't have thought that the Franco-Eutopian Revolutionary Army would be that extreme, and we have just about wiped out the Friends of Durruti, so who could it be? There was some Topan movement, Six Kingdoms, but I haven't heard much about them since Topafest.

Anyway, it is pointless to speculate. What can we do to prevent any others from being used? If we claim it is a forgery then we don't get the spare parts. But the last thing we need is to be branded as facilitating nuclear proliferation. So if I thought that would prevent the problem I would make that trade off, but if word of this get out, we will be real international pariah, so I am inclined to keep quiet about it, and hope some other intelligence service finds out who has any other equipment without linking it to us. We will also have to come up with a good story for FLEA, or maybe I can just explain all of this to Hedgar Joover? What do you think we should do?

"There were no meaningful amounts of radioactive materials on the ship that went down. The centrifuge can be used to separate U-238 which is common and stable from U-235 which is rarer and fissionable. It is probably safer to leave it a the bottom of the sea. If the equipment wasn't wrecked in when the boat went down, then exposure to salt water will corrode it beyond use soon enough. If we keep an eye out for any un-authorized salvage operations, then we might catch some of the bad-guys, although we aren't exactly wearing white hats anymore."

"At least there is only one more certificate out there. I agree, lets keep it quiet. I suggest we let Interpol know at the end of the term, so they can then try to track down where the other equipment went. It would take more time that to build a bomb, plus they would have to have a big supply of uranium. But I have to speak to Hedgar Joover next week about this. What should we say to him? If I say nothing, he may want to interview you."

Well, think about it, and if you have any further about it ideas let me know. Let's just focus on the lives of the pilots we save by getting these parts. If someone else uses the certicate or money for some evil purpose, that is their decision and on their conscience not ours.

Perhaps I should order a detail of infantry to provide additional perimeter security, and hereby reccomeend that Counterintelligence assign a special detatchment for the ENDTech facility.

Truman walks into the office of the Deputy MDIS. He just noticed the last words from Braxton and Von Hapsburg...

"Von Hapsburg, you've got the permission for this. I want this situation at ENDTech to be without problems. If those soldiers are being shot, they have the permission to fire back but only with rubber bullet! No live ammo. I would suggest to give them no atomatic rifles but you'll never know what can happen."

"To you Braxton, don't worry. Everything will go perfect. You've got experience with commanding units or should I send Major McGrath? Perhaps even with a LIRA unit. I think he is the right man. I will already notice him so you can still decide. He will be ready when you need him to be ready."
