I note that our recruitment for the armed forces is below projections. The air force is the worst, but that is understandable given the safety issues, and should return to the same level as the others (still low) when we begin getting some new aircraft. Three possible solutions come to mind:Obviously, if we use the third method, we would want to have the potential recruits be in some way reflective of our national character, so they should speak English or French. This would work better with people from countries with either worse economic environments or unsafe conditions. For the francophone contingent, Haiti comes to mind. For the English speakers, perhaps Guyana? The idea would we would advertise in those countries, and send a team to screen the potential recruits for health, fitness, language skills and intelligence. Those applicants that passed would come here for an an extended three month boot camp with intensive English language and Eutopian cultural enducation in addition to the usual program in boot camp. Anyone washing out would receive pay for the time they were here, but would be sent home. The rest would stay to complete their three year term, at which time they would receive a permanent resident visa. If they wanted to get additional visas for family members, they could do so by re-enlisting for another three year term for each one. I don't want to massively rely on this, but if perhaps say 20% of the recuits came by this means it might be acceptable, 5% francophone and 15% English speakers. The MTIA is responsible for immigration, and thus could take care of the visas, but I don't want to force this on the military if it is unworkable, so please consult with them let me know if you want to go ahead, or if there is a better plan.

- Offering combination visa/enlistment deals for qualified applicants from other countries

Minister: My contacts have informed me that they are prepared to conclude the deal. The total cost will be $30 million American dollars, broken out as follows:
- $5 million in cash; U.S. dollars only; worn and non-sequental; required at time of delivery
- $15 million in bearer bonds; required immediately. A courier will pick them up when ready.
- $10 million to account XHV9251093-18AX, Helvatia Bank, via wire transfer at time of delivery.
In return, Eutopia will receive sufficient spare parts to keep the F-5 fleet operations for ten years. Please inform me when the bearer bonds are ready.

MDIS Truman,
We have received an order for 300 Gorgon II tanks from the Tilapians. They have enquired how many Leopard I tanks we have for sale. I know we were building about 1,272 Gorgon IIs, intended to replace our old Leopards. I don't know how many Leopards they already have from the division of our forces that occured in chaotic circumstances when we went our separate ways, but I would not want their total strength to be more than half of ours. I know a Gorgon II is worth more than a Leopard I, but please ask Levarge what he thinks the ratio is, and check with intelligence to see how many they already have, so you can work out how many old Leopards we would be willing to sell. Let me know the answer, but it would need to be at least 100, or we could seem to be insulting them. We could say that we putting the rest in mothballs for the reserves or have an export contract under negotiation.

Truman the initial report's of the UAV'S are promising except that If fel that they are to big to be used as recon as they can't be carried by the ordinary soilder which makes it hard to be used in the feild by the men. But these ones could have uses if we need some recon before we deceared war on some neighbouring country.

At this moment, it appears unlikely that either the American or European arms embargos will be ended, so could you please prepare a proposal for purchase of some planes that are already flying. I assume the Russians are our best bet. That advanced forward swept wing fighter that might be developed by the Russians, Indians, and ourselves could be a later step. If you want to pursue that, just order fewer fighters now. Our first objective is to restore local air superiority, which means fighters, not bombers or ground attack aircraft, although some fighters do have multi-role capability that includes ground attack. Our pilots our rusty and this will be new equipment for them, so make sure we include some two-seated training versions in the possible order. We would want most of the trainng versions included in the first year's deliveries. Please decide whether you prefer the SU-37 Super Flanker or the newest MiG they will sell us. Please provide a cost estimate with the proposal, includng the cost for avionics, ECM, and air-to-air missiles. We should be able to build our own adavanced AAM eventually, but I would like a turnkey solution at first.
Also, please get back to me about how many surplus Leopard I tanks we are willing to sell the Tilapians. As they have virtually no armor at present, I will assume we would be willing to sell them 400 unless you say otherwise.
