I'd like to propose a bill on drug reform:

Psychedelic Drug Reform Act (PDRA)
The following drugs are hereby removed from the list of drugs that may not be prescribed: MDMA, psilocybe and psilocin, mescaline, LSD, and Ibogaine.

MDMA, psilocybe and psilocin, mescaline, and LSD may only be prescribed in MESA approved research projects. Ibogaine, is now eligible for clinical trials of effectiveness for treatment of addiction, and may not be otherwise prescribed until the drug has been approved by MESA following review of the clinic trials.

I would like to re-introduce the ENDTech Monopoly Dissolution Act.

ENDTech Monopoly Dissolution Act (EMDA)

I. ENDTech's monopoly over the arms industry is hereby dissolved.

II. All production contracts will now be open to both privately-owned and operated companies as well as government companies such as ENDTech. Therefore, private companies can bid on the contract and it will be up to MDIS which bid to go with.

III. ENDTech will be converted to a more research-focused company, and most of the production facilities will be privatized.

IV. Private companies may not produce military-grade arms unless by explicit permission of MDIS. Production of such arms does not have to be for MDIS, the state, or the purposes of the government, but may be for any purpose deemed acceptable by MDIS.

Revised Eutopian Presidential Powers Amendment (REPPA)

Section One: This Amendment will concern this part of The Constitution:

Constitution for the United Provinces of Eutopia

Part IV: The Federal Parliment

Art. 19. [Legislative process]
(d) If a bill secures the approval of at least five Senators, it is passed into law; otherwise, it fails. Constitutional amendments require the approval of at least six Senators. The President will have the power to veto any bill or Constitutional Amendment. A veto must be rejected by at least six Senators or six MGAs for it to have no effect, otherwise the bill or Amendment will be defeated. For constitutional amendments the votes required are one more (7 to reject veto).

Section Two: This amendment concerns the following article as well:

Art. 7. [Composition of executive] The Federal Executive shall consist of the President as Head of State and Head of Government, and four Ministers appointed by the President. However, the candidates for the positions will have to be screened by the GA and will have to receive four (4) votes in favor in order to take up their position. The candidate may attempt it more times if the president approves. Each time they apply, the votes required rise by one (5 for second attempt, 6 for third attempt, 7 for fourth, etc.). If a candidate is appointed to a different position or attempts the same position during a different term, the votes required are reset to 4. The GA may refuse to hear the candidate with seven (7) votes if the candidate is attempting the same position for at least the second time. One of the Ministers shall also be appointed Vice-President by the President; the Vice-President shall fulfill the President’s functions if and while the latter is absent or incapable of fulfilling the duties of office, or when the Presidency becomes vacant.

Section Three: This Amendment will come into effect at the start of Term XI.

I anticipate some questions regarding the PDRA, so let me just say a few things about it. It is only authorizing the use of these drugs in controlled settings by trained professionals. You're not going to be able to go to the gas station and buy a vial of acid. Let me make that clear.

Before psychedelic drugs were villified by the sensationalism and hysteria of the media in the 1960s, they were useful and well known theraputic tools. For every story about some poor kid jumping out the window thinking he can fly, there are hundreds of case studies of people conquering alchoholism, reconciling a family fight, healing their marriage, and learning to accept a terminal illness. The body of scientific research is simply huge, and dwarfs the myths and exagerrations perpetuated by the media. Today, the Multidisciplinary Association for Psychedelic Studies (MAPS) conducts hundreds of studies on the potential uses of psychedelic drugs in a clinical setting, and has turned up promising results.

There is also the ethical issue of why are these substances illegal in the first place? The two legal recreational drugs, alchohol and cigarettes, kill more people than all the illicit drugs combined x 1000, and yet they're legal? Deaths from psilocybe: 0. Mescaline: 0. LSD: 1. Contrary to popular misconception, these substances are very safe in a controlled setting. They have been studied millions of times (both officially and unofficially) and the body of knowledge is huge.

I will second the EMDA, although I do still have some serious concerns with it. Sections 1 and 2 are common sense, and should be implemented straight away--if they are indeed relevant. May any non-ENDTECH firms produce handguns and other such small arms? Or is there a complete monopoly?

I definitely approve of the spirit of Section IV, but I feel that there definitely needs to be a section on exports--we may want them producing artillery, but we don't want them selling artillery to North Korea. Whether this should be in addition to or substituting for your current restrictions on production--I will leave that up to the other members of this body.

As to Section III (which is likely to be the most contentious aspect of the bill)...well, obviously it needs to be flushed out a little more, but that's besides the point. There was discussion about privatizing ENDtech back in the Presidential Campaign for Term V, during which von Streusser did a damned good job of quashing my agenda on the issue. Considering that the privatized production form of ENDTech will still essentially still serve the same purpose (and will likely be our sole supplier of domestic arms, and we will be most likely their only client, for a long time to come)...what good will privatizing ENDtech itself actually do?

Mr. Rashaad, would you happen to have any copies of these studies on you? At the moment, the "proof" that you offer for the efficacy of psychedelic drugs seems to be rather shaky and probably more than a bit biased...the Multidisciplinary Assocition for Psychedelic Studies (MAPS) sounds like little more than a group of old hippies at Berkeley who want to provide some supposed justification for tripping on LSD all the time. If there is any conclusive, peer-reviewed, scientific evidence that there may be theraputic benefits from LSD, then you may have a case. But even then, this isn't a matter for us, it's a matter for our already existing institutions on the regulation of prescription drugs. If there is, as you say, reasonable potential for beneficial effects to be derived from such drugs, then I might be willing to have the appropriate Ministry commission a study (as they do with most other potential prescription drugs on the market) to see whether it is safe for consumption in any circumstances. To force an exception on our decades-long institution of having safe and tested prescriptions is simply dangerous--then any drug company could come here, lobby us endlessly, con us into allowing one of their drugs on the market before prior testing--and, several months later, people's limbs start falling off.

We have a perfectly good system in place as it stands. If you feel there is need for reform in the system, then present a bill on that.

Actually, MAPS is based in Florida. MAPS is a legitimate research group that regularly recieves approval for studies from the FDA and is subject to all the scrunity any group is. They have never been shown to be dishonest or to distort the findings of studies in anyway, and are respected in the scientific community. On the other hand, studies funded by the US government have been the source of skepticism and distrust. The famous study that proclaimed MDMA "puts holes in your brains" by McCann & Ricaurte has been disproven and discredited. See here.

This is where MAPS publishes research results.

Ibogaine in particular needs to be approved for widespread use. It is the ONLY substance known to man capable of breaking chemical addiction to heroin and opiates. It is insane not to use this to save lives.

Being the Minister of MESA, I could commission such studies. But these are drugs which have been studied for half a century, and the effects are very well known. I want therapists to be able to start using these substances to help people.

Well, first, Mr. Talbott, I believe I worded section III incorrectly. I meant to say that most of the production facilities would be sold to private companies seperate of ENDTech. As to section IV and your concerns on the selling of privately produced arms, I believe that is covered by the fact that the purpose (sale and to which country, etc.) of the arms production must be pre-approved by the MDIS.

Also, I would like to make it clear that this bill is not about privatizing ENDTech, only breaking its monopoly on the arms industry. The benefit to this, as I have said, is that prices for military contracts decrease considerably due to competition amongst ENDTech and private companies. At the moment, MDIS must accept any offer by ENDTech or abandon the contract.

I do not know what you mean by asking if there is a complete monopoly. Are you speaking about currently or if there will be should EMDA pass?

e. All medical services other than elective plastic surgery

III. A 25% VAT tax will include following products and service categories:
a. Luxury vehicles (Ð40,000+)
b. Luxury homes (Ð300, 000+)
c. Luxury boats (Đ50, 000+)
d. Civilian firearms
e. Jewelry/Gems
f. Animal fur clothing
g. Elective plastic surgery

IV. All products and services not mentioned in articles III. and IV. will be taxed at 10% VAT rate
