It will be controlled in that the contract specifications will be set out, and production of military-grade arms will not be allowed except for MDIS-approved contracts. Private companies will have the ability to produce weapons, but it will be heavily monitored, hopefully by FLEA and MDIS. Of course we must ensure that arms are kept out of the hands of private militias and criminals, but we can do both this and let MDIS do its best with the funds it has. Currently the incumbent regime is anti-military and, if it could, would not give a single cent towards the military. Therefore, we need to allow MDIS to do its absolute best with the incredibly scarce funds that President Sergei allots them.

I am proposing a new bill:

ENDTech's Monopoly Dissolution Act

I. ENDTech's monopoly over the arms industry is hereby dissolved.

II. All production contracts will now be open to both privately-owned and operated companies as well as government companies such as ENDTech. Therefore, private companies can bid on the contract and it will be up to MDIS which bid to go with.

III. ENDTech will be converted to a more research-focused company, and most of the production facilities will be privatized.

IV. Private companies may not produce military-grade arms unless by explicit permission of MDIS. Production of such arms does not have to be for MDIS, the state, or the purposes of the government, but may be for any purpose deemed acceptable by MDIS.

BY CONSTITUTIONAL ORDER:

The office of Speaker is hereby vacated.
The office of Deputy Speaker is hereby vacated.

This body is temporarily in recess. Political parties with allotted representation have 3 days (by 2/10) to name replacement members for any vacancies if they are to participate in the vote of new officers. Duly elected and active members do not need to be renamed.

After this 3 days (2/10) the General Assembly will reconvene to select a new Speaker and Deputy Speaker. This election shall occur no less than 4 days after the General Assembly reconvenes (2/14). At that time, any vacancies that remain may be filled within the next 4 days (by 2/18) or remain vacant for the remainder of the term.

So ordered by the Supreme Judge of the High Court, concurred by the court by unanimous decision.

"Gentlemen. We have been so lax in our duties, and the absence of the Speaker and Deputy Speaker so crippling, that the Court has had to step in to restore some dignity to this Assembly. That is pathetic. And we are all too blame.

"Do we have other responsibilities? Yes, all of us do. Is that an excuse for our failure? No. If we cannot muster the time to serve the people of Eutopia, then we must be willing to let others take our seats in this body.

"When the new Speaker is elected, when this Court-forced recess is over, let each man here look into his heart and decide where his priorities lie. If you cannot devote the time the people demand, then resign.

"We have a number of issues to address when the new Speaker arrives. The proposed VAT, proposed amendments on Presidential and Assembly authority, freeway acquisition, pension reform, continuity of government, military modernization. The administration has not proffered a budget. Over half the term is gone, and we have failed.

Members of the General Assembly, Per Speaker.

It is unusual for a General Assembly Term to have two beginnings. But as you all know, the first half of this term bore little fruit. Some of you worked hard, I know, but nothing happened.

I won't point fingers at the root cause.

Esteemed members. As elected representatives of the people of the United Provinces, you are charged with an important duty. It is your special task to introduce, debate and vote on legislation. In that sense, your role in shaping the future of our great country exceeds that of even the Head of State.

Our citizens are rightfully tired and their approval of this assembly is at its lowest. I therefore ask you to change that. Let the citizens of Eutopia renew their faith in the basic principles of democracy. Show them that you are not merely collecting hard earned tax money to build your retirement homes. Show them, instead, that you earned their votes. That you will follow up on the promises made during the last election campaign.

During the last election, as in previous ones, great speeches are made, insults are thrown, and promises offered. It is time to fulfill these promises. Let us get down to business. Let us prove to our citizens that we deserve their trust and their approval.

Thank you for listening, and thank you Per Speaker for the invitation to address the Assembly.

Thank you, Mr President.

I would like to bring forward a proposition of VAT, namley this Bill:

Value Added Tax Act (VATA)

I. VAT tax will have three rates depending on category of product or service.

II. A 0% VAT tax will include following product and service categories:
a. Infant products (any product or service designed for use by children under 2 years of age, from diapers to daycare)
b. Educational products, materials used by Eutopian educational system
c. Basic foodstuff, namely: Bread, Milk, Flour, Water
d. Medicines
e. All medical services other than elective plastic surgery

III. A 25% VAT tax will include following products and service categories:
a. Luxury vehicles (Ð40,000+)
b. Luxury homes (Ð600, 000+)
c. Luxury boats (Đ100, 000+)
d. Civilian firearms
e. Jewelry/Gems
f. Animal fur clothing
g. Elective plastic surgery

IV. All products and services not mentioned in articles III. and IV. will be taxed at 10% VAT rate

I belive that it was discussed sufficiently and request it to be put to vote as soon as it is seconded.

I firmly believe that we have reached a conclusion on what the VATA should look like, and there were no objections to the currently proposed form. I believe it is high time for this reform to be sent to vote.

No objections?! You've hardly given it enough time for that. And before this body took a recess, I opposed it. It is simply a bill to force others to toe the line on your environmental policy (luxury vehicles, fur clothes) and to have another excuse to keep the upper half of society down. I proposed the VAT back in Term 9, but I believe it should be an equal, or at least somewhat equal, VAT. A 25% increase for a vehicle over 40,000 affects not only the wealthy, but the middle class as well. As I said before, this bill is just a way to bully others into believing what you believe on the environment and a redistribution of wealth. Don't lie and call it a reform, for it is just a tool for government intervention! I would support a fully equal 5% VAT, but not this abberation.

The bill has been properly proposed and seconded, however, since the reconvening, the only support expressed for the bill has been from MGAs of the same coalition. Debate has thus not been sufficient, and the vote will not yet be put to a vote.

I have privately mentioned to some of you that I believe the ECB should be asked to provide an impact projection based on the current economic situation. It would be foolish to pass a bill so involved with the economy without first consulting the foremost experts on Eutopian economics.

I will be contacting the head of the ECB to obtain this data, which I will then present to you all for consideration.

There's an extra tax on those items because they're luxuries. They're not basic life sustaining items. It's not added on to "force others to toe the line on your environmental policy." It's a progressive tax. Do progressive income taxes (which we have) "bully" the middle and upper classes? No. It is only logical that people with more money should contribute more in the form of taxes. A 25% VAT tax on luxury items isn't going to bleed the rich dry, so stop whining about it. For the tax burden to be vertically equitable those with higher incomes must be taxed at a higher rate.

Not only are the products in the 25% category luxuries, most of them are detrimental to Eutopian growth and prosperity.

At the same time, the products in the 0% category are not social categories, but consumption which invests in future prosperity.

VAT puts greater pressure on households with greater consumption than savings and favors higher income households which can afford greater savings.

The higher and lower preferential taxes are not social income redistributions but are meant to support consumption which will generate value and discourage consumption which will reduce value and prosperity of Eutopia. More investments and less squandering of national wealth.

Take away from the rich to give to the poor? I think not. It is purely a motivation for a more responsible approach to Eutopian future and prosperity.

People with higher incomes already contribute more. Do you know what a percentage means, or is it just capitalist nonsense to you, Mr. Dank? It means that you pay a certain amount proportional to your income. Therefore, if you pay 25% income tax and have an annual income of 40,000, you will pay 10,000 in income taxes. Simple, no?

As for you, Mr. Saint-Deare, you haven't explained how VAT puts this pressure on households with greater consumption than savings. Nor have you explained how it does all the other things you say it does.

I hate to interrupt, but I seem to remember something about a compromise between the two coalitions regarding the VAT. You know, that whole thing about Josephus raising the defense budget, which he got alot of flak for, so that we could get the VAT through. Maybe we should be discussing that.
