A Resolution Requesting a Budgetary Proposal
As the Sergei administration is half-over, and no budgetary proposal has been sent to the Assembly, the Assembly demands that the administration propose a budget, or the Assembly shall propose one itself.
The administration has two weeks to propose its budget.
A bill to fully fund the modernization of the Armed Forces of Eutopia.
1. $12.5 billion ducats shall be made available in this fiscal year to provide initial funding for the modernization of the Eutopian Armed Forces, in accordance with the attached military directives.
2. $12.5 billion ducats shall be made available in the next fiscal year to continue funding of the modernization of the Eutopian Armed Forces, in accordance with the attached military directives.
3. For the next two fiscal years, the budget for ENDTech shall be increased by $6 billion ducats.
3. The required funds shall be borrowed against the credit of Eutopia.
Value Added Tax Act (VATA)
I. A 10% VAT shall be introduced nationwide on the passing of this act.
II. This VAT will be decreased by 5% for goods such as:
a. Infant products (Push chairs, pacifiers...)
b. Educational products (School books, Educational videos...)
d. Food items purchased in stores (Milk, bread...)
III. The VAT will be increased by 5% for products such as:
a. Luxury vehicles (Ð40,000+)
b. Luxury homes (Ð600, 000+)
c. Civilian firearms
d. Jewelry/Gems
e. Animal fur clothing

Art. 19. [Legislative process]
(d) If a bill secures the approval of at least five Senators, it is passed into law; otherwise, it fails. Constitutional amendments require the approval of at least six Senators. The President will have the power to veto any bill or Constitutional Amendment. A veto must be rejected by at least six Senators or six MGAs for it to have no effect, otherwise the bill or Amendment will be defeated. For constitutional amendments the votes required are one more (7 to reject veto).
Section Two: This Amendment will come into effect at the start of Term XI.
Value Added Tax Act (VATA)
I. VAT tax will have three rates depending on category of product or service.
II. A 0% VAT tax will include following product and service categories:
a. Infant products (any product or service designed for use by children under 2 years of age, from diapers to daycare)
b. Educational products, materials used by Eutopian educational system
c. Basic foodstuff, namely: Bread, Milk, Flour, Water
d. Medicines
e. All medical services other than elective plastic surgery
III. A 25% VAT tax will include following products and service categories:
a. Luxury vehicles (Ð40,000+)
b. Luxury homes (Ð600, 000+)
c. Luxury boats (Đ100, 000+)
d. Civilian firearms
e. Jewelry/Gems
f. Animal fur clothing
g. Elective plastic surgery
IV. All products and services not mentioned in articles III. and IV. will be taxed at 10% VAT rate
Sterkarm said:No, it does not give a balance. It gives a way to defeat a veto, but the GA is still in a much, much weaker position than previously. Any balance, however slight, would give this bill much more favor. It is not necessarily the fact that I want the balance, it is the fact that I want this bill to pass, and I am willing to compromise in order to do so.
