Background
Currently there is only one ship-building concern in Eutopia, the cooperative formed by the former employees of MARITCON.
The cooperative is extremely debt-leveraged, and is struggling to make its interest payments. It has not been able to attract capital investement due to its debt, and worker-owned status.
There are no foreign ship-building operations in Eutopia.
Spain has begun working with Tilapia to build their shipbuilding resources.
Analysis
The proposal would not aid Eutopia's current shipbuilding concern as the rates offered would not provide significant benefit to the already over-leveraged worker-owned corporation. The fees and penalities associated with refinancing, even at lower rates would not be an attractive option.
Tax breaks to the existing cooperative would not provide signigicant incentives as the organization has been operating at a loss, thus paying no taxes.
The proposal could encourage foreign or domestic ship-building in Eutopia, in competition with the existing producer.
Costs can not be calculated as there are no reliable estimates on how many entities could take advantage of these incentives. At this point, however, we expect it would be negligble, and could be paid for with only a modest increase in the economic development budget.
OurTime Relief & Ship Building Stimulation Act
Section I
A no interest loan, totalling 400 million ducats shall be made available to OurTime for the purpose of debt reduction. Payments shall not begin on this loan until the company shows 4 consecutive quarters in excess of normal profit, as defined by the office of MERL, or ten years. Once payments begin, they shall run consecutively for five years or until the debt is paid off.
Section II
Further loans, with a floating interest rate tied to the rate of inflation as reported by the ECB shall be made available to OurTime and other interested corporations in the industry of shipbuilding for the purpose of modernizing equipment and/or expansion of operations. These loans shall be paid back by annual payment starting three years after their initial date over the course of ten years.
The total sum of all loans given out shall not exceed 2 billion ducats, unless the General Assembly and Senate approve exceeding this cap at a later date. Marticon shall have first priority on these loans, and then MERL shall determine which if any applicants warrant loans.
Section III
Companies in the shipbuilding and repair industry which implement worker training programs to upgrade their existing workforce shall receive a tax credit equal to one third of the cost of the program.
This can only be enacted once per company unless MERL gives a written exemption before the second training program is started.
Welfare Reformation Bill
I. Welfare will be granted to the following classifications:
a. Those who have suffered an injury which prevents them from working in their field and they cannot work in another field
b. Seniors not receiving job pensions
c. Families with unemployed parents
II. Welfare will be taken away from the following classifications:
a. Those without any illness, injury, or other debilitating stati which prevent them from working, but they have turned down more than two job offers.
b. Those with an employed spouse who can reasonably support the household.
III. Families referred to in I.c. will be dealt with accordingly if the parents are unwilling to look for work. If the parents are not willing to attend meetings or seminars or interviews to help them get a new job, they will be considered neglectful and steps will be taken by the government as would be in any other case of neglect.
IV. Only citizens of Eutopia may apply for welfare. Citizens of Tilapia and St. Esprit qualify for this under the Recognition Act, but only if they have resided in Eutopia for more than 12 months.
