Josephus sits in yet another new office. He hangs the portrait of the president, Loic De Forgeres, behind his desk next to the flag of the Republic. He pulls up some files and begins flipping through them.

"Omnicare," he says aloud. "Right. I warned them about this."

Josephus,

I hope you are settling in well to your new responsibilities. Regarding Omnicare, an idea occured to me that you might not have considered, given your background, so I thought I would mention it. We could open up some parts of the insurance sector, particularly business insurance, to privately owned companies. Bermuda has very robust insurance sector, but we have a breakeven (at best) service. Some foreign firms or local entrepreneurs might be willing to pay above book value to take over some lines of business from Omnicare to get a foothold in this market, which would reduce the costs of bailing out the rest of Omnicare. Just think, if you did this, it would confound your critics!
