Victoria looks like a really interesting game!

I hope it will be possible to build (sell) warships to other nations. The "japanese" fleet at Tsushima in 1905 was a british built navy for example.

You are right about that. For example Åland was demilitarized after Crimean war. Japan bought a lot of warships from UK. UK also constructed the IJN Kongo and gave the blueprints of these battlecruisers to Japan. All of them were destroyed in WWII.

This concept should be extended to the whole weaponry of armies. In fact the zulu kingdom will never be able to build Martini-Henry rifles, no matter how many time they keep working at it nor how many resources they allocate to research. If king Cetewayo wants rifles he should be forced to hoard money and look for some greasy and not too honest arms dealer or even better a cunning and discreet german agent... even if HoI doesn't work in this way :D

I really hope this is an option as well. After all, with my incredible Russian economy based upon the largest resource base in the world and one of the larger populations, i'll need to claim my proper place as arms dealer of the world. :D I just won't sell any ships to Japan, it'll make my crushing of their fleet and their eventual Russian colony status that much easier. ;) :p Don't forget Korea either... Vladivostok is great, but an even warmer Pacific mainland port really is necessary... :D

Anyway, the world just wouldn't be the same without British ships appearing here and there... And what would the Confderacy do? :)

I believe we will see it in the game, or else huge pieces of various economies will be missing. There will be nothing so much fun as playing a small country without a lot of industrial development and going weapon shopping, sorta like various nations do today.

Hell, that would have been a cool option for HoI too. I would like to see a World Market for Weapons. I guess buying military equipment might also speed along your own development of tech by coping foreign designs.

A lot of nations bought their ships to the major countries, and most of them make them by order. So, Argentina ordered a new ship to UK, UK started to build it, then get their money, and Argentina got their ship.
This is a MUST in the game. :)
(at least the part were major countries can sell weapons to minor countries)

This doesn't mean that Argentina couldn't construct any ship or modified it, but it was not posible, due to the lack of industralization, to build big ships.

Another aspect of this, maybe that if you (A) sell weapons to an enemy nation (C) of another nation (B), the relation between you (A) and the third nation (C) will get worse due to your support to their enemy (B). ;)

an arms trade sim? now that's something i havent run into before. as per Generalisimo if it was tied into diplomacy-- buying and supplying armaments always sends a message to someone -- it would be a very good idea.

I would definitely like to see the option to trade materials or goods in some way. there's the fear of leaning too CIV on this though..

but regardless. It was an important part of the economic world at the time. Making and selling things to/with other nations.

..if they are going to implement an events system, I suppose this could be brought down to an event level, if that's an easier way of doing things, while remaining realistic.

as far as demanding fleets in peace agreements, etc.. there would need to be some sort of a modifier that would significantly lower the morale of those fleets. how do you figure this in as far as landlocked nations gaining fleets from those with watery borders?

This was not in HOI and I doubt it would make it to Victoria...You can give all of the weapons in the world to the natives but they are still not the KGL or the Coldstream Guards...unless you can differentiate between Equipment and training...

Along these lines I wonder if there will be things you can do like set up like the major naval treaties that limited the amounts of capital ships a country could have? And what about the post-WW1 diplomacy that forced limits on the size of Germanys armed forces? These would both be welcome additions in a strategy game.
