Let's say you were out of money and desperate for income. What if you could make a government contract? Zone land for the military and they get to use it for, say, 3 years and pay you for it.

- Slightly increased crime rate
- You get a hefty income
- Some of your cims will get a military job and work for them and get training to boot
- Cool military base on your map
