Wouldn't it be logical (if it isn't already implemented, of course) for provinces to gain up a bit of development every XX years? To me it sounds absurd that a province with 3 development in 1444 to have still 3 development in 1821, if left all by itself.
For provinces with valuable production goods, could grow the base production, one point from time to time. For grain provinces the manpower and for the rest of them, base tax. Or randomly. Silently or through events. Maybe be influenced by monarch points? Add a modifier,
„4.5% per year chance of +1 base tax due to:
-monarch administrative skills: 0.5%
-inland center of trade: 1%
-temple built in the province: 0.5%
-Guild support act: 2.5% (this is a policy I made up)”
Update 1: After talking a bit on the EU4 Facebook group, we thought that the modifier should be paired with the rank. No self-development for Empires, smaller for Kingdoms, bigger bonuses for Duchies.
Update 2: Maybe cap the self-devlopment
Update 3: At least the production efficiency should add some sort of bonus to development of provinces. Makes all the sense in the world.
