Self-defeating AI "start offensive" decisions in SCW

After multiple playthroughs of the Spanish Civil War, I've noticed that the AI prefers to choose the states where it starts an offensive where they have already lost part of their original provinces and only have partial control. Often this happens in exclaves/encirclements - herein lies the problem:

For example, when playing as the nationalists and having the Republicans pinned in Bilbao, the Republican AI chooses to start an offensive in Pais Vasco (even though there's no reasonable hope that their troops could break out). Since the removal of the 'lack of offensive' debuff affects both sides, this only allows my troops to squash the encirclement more quickly, freeing up a decent amount of troop to be sent to the frontline. In most regards, this behavior seems self-defeating on the AIs part.

Could this be fixed to where the AI doesn't choose states where it has encircled troops to launch an offensive, and instead bases its decision on friendly/enemy troop ratio on the front in a specific state? This would make it harder for the encircling nation to squash the enemy, tying up a disproportionately higher amount of troops to encircle the enemy, and force the encircling nation to possibly 'waste' an offensive decision to deal with this. This would, I assume, be more realistic - thoughts?
