Self-Cannibalizing NA Native Federations: WAD?

I've been playing an Iroquois game to test out the new balance changes brought about in the recent patch. The Europeans haven't gotten much of a foothold in North America (In no small part due to the massive Iroquois empire I've built up). Because of this, I've had the opportunity to observe how my native neighbours have been behaving. One particular behaviour stands out to me: the self-destructive federation.

I'll get right to the point. Native federation, upon adopting a federation constitution and consolidating under the leader's tag, will lose nearly all of their territory (it gets demoted to tribal land). Now, this will not affect most tags severely. But take a look at this screenshot here:

This hole, once my proud neighbour of Creek (at some point absorbing its OPM federation members) is now gone. Why, you may ask? Well, the culprit is right here:

That's right. The The Chinook Federation Federation. A federated federation of federations. This OPM was the leader of a federation of which Creek was a member. Though Creek was leagues more powerful than this humble OPM, federation mechanics prohibited Creek from taking lead of this federation. Cohesion is affected by -0.2/month for each tag more powerful than the leader. It doesn't matter if Creek was 20x more powerful than the OPM- they were only one tag. Thus, the OPM retained leadership, and Creek disappeared completely upon the adoption of the federation constitution.

Has anyone else noticed similar screwy behaviour with federations? Especially in games where the player keeps the Europeans out and lets the NA natives do their own thing?

The thread got pushed back to the second page quite fast, but I'm still curious if this matches everybody else's experience with the federation system in the new update. Or if this has been the case for a while.
