Selectable Fallen Empires

I wish we could choose which Fallen Empire(s) to have in our galaxy instead of it being random.

Quite frankly, I'd like the ability to make my own custom FEs to inhabit my Galaxy.

Custom name and Portrait sure, if you want new ethics or personalities I think that is gonna need more work from the devs. I suppose they could make it easier for modders to create custom FEs.

That, and picking species traits and which type of FE they are should be easily doable, and I don't think more than that is needed.
