So I'm playing a count and the select ambition icon appears at the top of the map. I click on it and it just takes me to my character's screen.

No you have to push the "New" little ambition Icon on Character screen(its about where the plot to kill button is).then you will see a few small circle icons, pick one.
The old intrigue screen is just for plots now........Factions button at top.
