In my current game I was gearing up to take a bunch of exclave systems from a rival that they'd managed to snag while the Great Khan Galactic Focus had our borders open, my ships were set at the jump points when the Unbidden arrived. A quick retrofit had me take down their spawn point fairly quickly but naturally their fleets remained, and while cleaning them up I managed to proclaim Galactic Imperium.
When the galaxy was safe again I returned to my previous objective, only to be disappointed to find I could no longer use the Claim casus belli, leaving my rival to hold those systems within my borders unless I somehow convinced the rest of the galaxy to declare them a Crisis, which was highly unlikely. I think it's a bit underwhelming to declare yourself ruler of the galaxy and then have less direct power than you used to, as well as all your claims becoming meaningless, so here's my idea on changing that.
Introduce "Seize Domain" as an interaction alongside things like vassalization, with acceptance granting you whatever claims you have on the target. Base acceptance chance is obviously very low, and is modified by their Opinion of you, relative strength and Imperial Authority, as well as the details of what systems you're claiming (a backwater star with nothing of interest will naturally be more easily ceded than a primary industrial colony). As with vassalization, declining gives you the Seizure casus belli, the use of which allows other disloyal empires to join in defence.
