seizing Spain's gold reserves as Mexico

I've been doing a leftist Mexico playthrough. I like to send 2 infantry divisions to fight in Spain, and I can help win it for the Republic as Mexico fairly reliably. I know if the USSR does not seize the Spanish gold reserves, it can puppet Spain more easily. As Mexico, I seize the gold because revolutionary Lazaro Cardenas wants that conquistador gold back (also because Mexico's industry is really mediocre). If you don't seize the reserves, can you also puppet Spain as Mexico? Or would it just mean the Soviets end up puppeting Spain? Or does it do nothing except save you some political power?

The USSR puppets Spain if they complete the focus "Expand Soviet Aid" (AI wont complete this focus if Historical & Soviets are AI) and they lose puppet status if they complete "Appeal for Increased Autonomy" and the event that launches is accepted (the AI will accept this event, but this focus is for the People's Republic of Spain) or if they go through the Oppose-Communists as the Second Republic and complete "War for Independence". I don't think they can become a puppet to an AI Soviets unless historical is off. And they are only puppeted by the Soviets.

The Relocate Gold Reserves (or seize) gives Spain -5% consumer goods as long as it's not seized. They get the Soviets and 3 other target countries that have sent volunteers for choosing where it goes and this gives that country an event to seize it. Not seizing it does nothing to either country. Seizing it (AI will do if historical) costs 25 PP and gives a -5% consumer goods for 1 year, while Spain loses their -5% consumer goods. After the war Spain will also gain +10% consumer goods for 1 year if the gold was seized.

That's kind of how I thought it worked. I puppeted Spain in my last Soviet playthrough and felt very proud of myself, and was curious if Mexico could do the same. Thanks for the feedback though. So really there's no reason not to seize that gold as Mexico (you get lots of political points from various national focuses as Mexico anyway)
