Since forts have generally been buffed fort defense actually matters.However the no. of seige speed bonuses have not really changed much.You can get 10% for max pp,20% from offensive and 10% from a policy with innovative and offensive.On the other hand you can get 20% from simply building on a mountain,20% for max peity/vishnu/coptic some more from events,25% from scorched earth and 20% from defensive.Generally there is a military advisor for every military problem so I think it's obvious there should be a seige speed advisor considering there's a fort defense advisor.

Why wouldn't we just buff existing advisor: Military Engineer: 20% fort defense to:

Military Engineer: 10% fort defense and 10% fort offense

There's already quite a few advisors, getting the one we want is already a pain, considering they have tier 1,2,3 levels - which we don't want sometimes (too expensive or too low level)
