Personally I would never play like that even if it was in the game, if you want to play gamey then go ahead, you could do the same thing in HOI3 by declaring war on somewhere far away like Afghanistan to get war economy laws. I think in a game like this it's impossible to have no possible gamey tactics, so it all comes down to the player if they choose to lose them. I think that it's the equivalent of cheating, so I don't do them, but I guess its ultimately your choice.
