Sectors need fleets, and I think that is kind of like a fact (or will be, in a distant future, when their AI is in optimal conditions).

They need this not for attacking other empires, but for defending from, let’s say, pirates and contrabandists, and for... well, rebelling against their former masters when they are tired of them. You know, I can see sectors demanding different types of independence regarding their security, for example:

A little sector of two or three systems would not require any fleet, they can manage with little fighters that act like space police;

A sector a little more big would demand to be able to build or have some navy, but one of only six corvettes or the equivalent of this;

But a mega sector, that would demand a great fleet.

This idea need more deep, but I can't provide it right now, I will do it, later.

The idea of sector fleets is good IF, and ONLY IF it's an option. We should be able to define how much of our Naval Capcity is reserved for Sector Defense, if any at all. The last thing I want is being unable to build more fleets because the sector AI deemed necessary to put 100 corvettes on an empty system.

Like I say, Ipslucasps, the sectors would only demand big fleets if they are really big, in other sectors, like little ones of one, two or three systems, that would not be necessary. And I imagine that sectors would have their own fleet capacity (really small in comparison to the normal capacity, something like, let’s say, a medium size sector would have like 10 corvettes, 5 destroyers and 1 cruiser).

And I can imagine factions in the sectors demanding a “sector fleet” or the capacity to build their own fleets to defend themselves. This, in my opinion, will encourage the player to have more tiny or medium size sectors instead of three or four gigantic ones (in my personal experience I use to have super sectors, to harvest to the maximum my governors effects, and I found useless the +1 sector that some technologies offer to me). Plus, It would give more immersion and possibilities to gameplay.

Imagine a faction, like the good slaves (I don’t remember the name of the faction) that only want the slavery to be “regulated”, well, this faction would demand their own security forces, so they don’t depend on the big interstellar fleet of the capital to solve some little disputes.
