In order to fix problem with bad sector AI without tinkering and fine-tuning sector AI for a long period of time, I suggest to make it possible for players to plan what building and where AI can build and prioritize which tiles Ai should build upon first.
For example, I can plan building unspecified buildings on a specific tile (build mineral production building, build food production) and determine it's priority (low, medium, high or an exact queue). Then AI will decide what specific building to build (a farm or a frontier clinic if I ordered to build a food producing facility) according to the priority list and move pops to operate the tiles.
Also, please make AI stop using slaves to produce energy and research mana.
