Sectors are broken, and here's my opinion on how to fix them

Sectors are broken, and I don't just mean inconvenient. For example, I conquered 2 planets within 3 lanes from each other, from an enemy empire (as a devouring swarm, so they immediately flipped to me) and the first planet spawned a new sector. Ok, fine. The second planet was their capital, and after conquering that, it spawned a SECOND sector, even through it was within range of the first sector. So now I have 2, single planet sectors within 3 lanes.
I believe this is happening because a sector capital is being set and cannot be unset, and my opinion on how to fix it is to just let the player set the sector capital or remove a sector. The ability to set the sector capital could be a society tech and implemented through a planetary decision. If a planet doesn't belong to a sector it should receive a pretty severe malice (eg. more crime, less stability, etc).
It would also be nice to set an upgraded starbase as a sector capital, which would require a special module in the starbase.

Right now I can't play the game because of how annoying sectors are, please fix it.

I am playing on 2.2.4 with Glavius's ultimate AI mod and some other visual mods.

Give every system with at least one planet a button that either says “promote to sector capital”, “demote sector capital”, or is grayed out.

Promote does what it says. This system becomes the capitol of a self-named sector, and all systems within 3 jumps that are not currently in a sector join it.

Demote does the opposite. It is only available if the system is currently the sector capital, and using it disbands the sector. All systems within the sector that are within three jumps of another sector capital are automatically added to that other sector. All systems that are left without a sector automatically promote themselves one at a timeto sector capital until all are in sectors. If you want to control this, you should create the new sectors before you disband the old.

The option is greyed out if this system is currently the capital, and there you have no other planets within 3 steps.

I've said it before, I'll say it again:
One problem with sectors is that PDX is trying to both make them an administration tool AND a gameplay hook.
These two functions have contradictory design requirements:
A gameplay hook needs limitations, rules and ingame benefits/drawbacks to make for interesting and non-abusable gameplay.
A pure administration tool should be completely free of rules, so that players can organize things in whatever ways and groups they bloody wish to.
Trying to do both means you need enough rules to prevent ridiculous abuse, while avoiding the rules that makes an admin tool useless.

Sectors will remain an absolute mess until PDX goes for a final solution and decides what a sector is supposed to be.
Until that time comes, sectors will be stuck in development purgatory, going back and forth between various flavours of pain in the ass.
