Sector specific edicts?

With the Utopia update coming, would there be anything involving empire edicts being applied to specific sectors? like... say you don't want your core worlds or inner sector to have immigrants but you allow your outer sectors to. Or You want your inner sector to utilize a caste system slavery but have your outer sector to be completely dependent on slave labor?

Xactly. It had me thinking of this for a while in development of Utopia. So maybe a future update for this would be cool x3
