Sector settings "Redevelopment" button bugged?

I removed about 10 systems from an agricultural focused sector and formed a a new financial focused sector. I have selected the button to allow redevelopment and unselected respect tile resources. There are 2k minerals and 8k credits in the sector stockpile. However, the sector absolutely refuses to start redeveloping farms into power plants.
I decided to test the parent sector that I removed the systems from. I changed its focus from agriculture to financial with the same result. The sector isn't redeveloping anything even though redevelopment is allowed and the stockpile is overflowing with 20k credits and 139k minerals. Several months have gone by and nothing changes. I'm thinking it's possibly a bug with either the sector focus or sector redevelopment mechanics.
Anyone else running into this issue? Any solutions?

Didn't do that yet in a game but good to know just wandering if this will be addressed if it is a bug .

I've noticed that, now when i conquer an IA and make a sector with his worlds. I usually demolish all buildings before creating the sector.
I'll give that a try when I get on again. It's a hassle though wasting all that influence removing those systems because game mechanics aren't working properly.
