This may already be in the works, but I think when sector politics become a thing sectors should be able to post requisition orders for influence. Say they want 2000 minerals to buffer their building stock, they post the order and offer say 50 influence. If the central gov gives them the minerals they in turn get 50 influence. On the other end, sectors can offer donations of cash and minerals for influence-essentially same system but reversed. This will create a more dynamic flow alongside just gifting them stuff straight(Which this shouldn't replace), and represent the relation between the core sector and it's outlying sectors through the ambiguous score of influence.
