We either need a more comprehensive way to tell a sector what we want or the sector AI needs to be tweaked a little.
I.e. sectors can't really manage robots very well. They never build them and should you hand them a robot only colony on a really unhabitable planet (i.e. Tomb World) the sector manager seems to thing he can grow robots with food. Haven't played with slaves yet but do sector managers use slavery in a efficient way?
But stuff like robots really need a decision by the player in general. In my current game it makes sence that they don't build them on the more habitable planets (enough happiness thanks to upgraded moral democracy).
My next plan was to play materialists that use robots a lot but currently it seems I have to babysit each new planet until it has the robots I want it to have before I give it to a sector (and that cen get particular tricky for planets that I learn to colonize that are already part of a sector). And that is against the very idea why sectors were introduced.
So either we need options to tell sectors stuff like this or we should be allowed to use more detailed general policies (i.e. robots should work mineral tiles) that then are obeyed by all sector mangers.
