Sector governor not gaining any XP

I've noticed in at least 2 of my games that my governor assigned to sector are not gaining any XP. All my governors for sector are still lvl 1 (or whatever they were when assigned to the sectors) and had absolutely gain 0 xp.

Meanwhile my governor assigned to planets are gaining XP normally.

I've noticed this as well. I'm also not clear on how even whether their experience and unique abilities apply to the secor they're governing.

hey probably are, as the bonuses are listen on the planet screen in the sector. But not getting any exp for ruling.
