I think the game is really lacking possibilities to prepare a specific war, since it only allows for normal alliances and not specifically targeted alliances, so I would propose the following system:
If you have rivaled a country, you can start a plot against it.
Once you have started the plot, you can invite other countries to join it. Those countries can then either accept (in which case they will get a call to arms as soon as a war starts), not accept, or reveal the plot to the enemy. You can also ask enemy allies to stay out of the war (which they will accept, if they like you enough and/or you already have overwhelming forces on your side), how ever, those will be more likely to reveal the plot.
Once the war starts, all countries that joined the plot will get a call to arms, how ever, they will get no penalty (except for relations penalties) for declining this call (since the plot was secret). Enemy allies that agreed to stay out will still get a call to arms, how ever, they will equally get no (or a lower) penalty for declining.
If the enemy has a high enough spy defense, he has a monthly chance of discovering the plot.
If a plot is discovered, you automatically get a CB against all plotting countries and can start a plot against them as well.
