Is the Second London Naval Treaty, signed by participating nations on 25 March 1936, offered as event to be accepted or declined in HoI4? Before that existed the First London Naval Treaty too, so Japan was seriously limited to build large ships. In fact, until Summer 1937 Japan joined that Treaty.
