Seaborne invasions of German Norway

I have played the game several times and every time the Allies invade German occupied Norway, which is poorly defended each time. Does this happen to you as well?

When playing as Finland I had to rush all my units from the Soviet border to stop the Allies from invading me from Norway. I was part of the Axis. Meanwhile the majority of the german units just held their positions along the Soviet border, even though Barbarossa had not begun.

I play Germany regularly and the allies don't bother showing up in norway, even with no garrisons.

May be there are different priorities for the Allied AI, if Germany is played by player or by AI.

Yeah, everytime I play as Finland/Sweden, join Germany, the allies seem to always want to make D-day happen in Norway.. Every Single Time, and always, always way early in the game. As Finland it's usually ok, since you pull all your forces back at the start of the war with the Soviets to southern Finland, but as Sweden, it is really tricky to keep all those naval invasions in check.

Spending more on airforce helps, but you don't have enough production to cover all the zones, and the navy needs to be kept in the Baltic, otherwise the russians naval invade instead..

How, on general, should I order an army to set up defence along a long coastline? As of now I am playing as Turkey/Axis and I guess it is a question of time before the Allies make a naval landning.
