Currently, most naval battles are determined by who has a larger amount of ships, with leadership barely playing a role. I feel the addition of terrain in sea tiles would help greatly. Some could be as simple as inland sea and open sea, as it is currently, with other more strategic regions being straits and shallows. A famous example in which terrain was a decisive factor of naval combat is the Battle of Myeongnyang. Another is the Battle of Chioggia, in which the lighter Venetian Galleys maneuverability in the shallows of Chioggia was crucial to their victory.

I agree. Naval Battles just are boring and have little meaning for strategy. And as you said, there were a lot of naval Battles decided by terrain. And certain ships doing better in different terrain! Though they also need to fix the stack wiping of ships :/

they should do a vicky 2 style of ship combat. it was much better.
