With the recent introduction of monsoon seasons to the game, I would like to suggest the addition of sea ice.
It's extremely simple to do -- just add the relevant ocean provinces to the relevant "winter" section in climate.txt.
Given how a significant portion of the map is (and was) subject to sea ice every single year, and given how easy it is to add this feature, I hereby request that it be added to vanilla.

(This, of course, opens up some interesting possibilities for increasing ship attrition or even blocking ship movement at certain times of year. At the moment, sea ice, implemented as I suggest above, is purely cosmetic.)
(As well, maximizing the aesthetics would require redoing the edges of some of the northernmost sea zones.)

I implemented this for the MEIOU & Taxes mod a few years ago; you can see how here: Sea Ice and Wastelands | Paradox Interactive Forums (paradoxplaza.com)
I recommend visiting this thread, as it goes into further detail, and has a screenshot showing what sea ice looks like when implemented in EUIV.

Interesting idea.

It could be expanded to include things like typhoons or hurricanes. If a hurricane happens in a particular sea for a while, fleets should avoid that sea. The ones that are already in this sea during the hurricane, should receive heavy damage (or get completely destroyed)

There actually was sea ice in winter back in EU1 and 2.

I don’t remember what it did
maybe increased sea attrition?

Maybe it's a language thing but I think request is the wrong word, suggest is better.

I think adding weather effects on sea adds a lot of interesting possibilities, however actually freezing over the sea will be an extreme nuisance, I mean, how often do we ocnsider whether when fighting land wars? But a whether system at sea as part of a full naval overhaul (one of my dreams is to see navies being relevant in the game )

Would be great, would also delay the colonisation of Hudson bay, imagine if only for the summer months the colonisation progress would continue unless there's provinces owned connecting to another sea/cn of yours to a warm port.

Speaking of warm ports, it would give more incentive for Russia to try to get warm water ports for their navy. Would also make invading Russia a little harder as you wouldn't be able to sail straight to St Petersberg unless the ice has melted.
