'Treat your soldiers as you would your children and they will follow you into the deepest valleys':

Wargame RD provided for career/rank progression only by performance in (extremely boring for most players) CV-sniping 'Ranked Games'. Couldn't career/rank progression be based on performance in multiplayer games, measured by a combination of automatic scoring and peer appraisal?

Allow players vote their faction Battle Commander, for each game in-lobby. Allow each player to opt in or opt out of being command-able. (On map, after game start, they may opt in but may not opt-out.) Battle Commander for each faction in a game is allowed see their subordinates Battlegroup composition after game launch and assigns Capture the Flag/Attack/Defend/Help missions and unit-type directives to subordinates who opt-in to being commanded. Require Battle Commanders to view a replay immediately after each commanded game and rate each subordinate in marks out of 10, as a precondition for the system logging the Battle Commanders own score. This replay-viewing and 'After Action Report' step would remain available to the Battle Commander for 24 hours after each game completion. System promotes players up the ranks, based on points awarded by the system and for score out of 10 awarded by their Battle Commanders. System-assigns the Battle Commanders own commander-awarded-score component, according to Defeat or Victory Level. Allow players vote again, where commander disconnects.

Assign & display in the general game interface, each players Steel Division Normandy 1944 rank in faction-neutral NATO E-4/5/6/7/8/9, OF-1/2/3/4/5/6/7/8 format. Display the faction/formation-specific equivalent ranks in lobbies & in games.
