21 / 86 - industrial capacity used

That is very correct. What I can guess from the optiona is that in the infrastructucure window you can see the following icons:
- industrial capacity
- AA
- land fortification
- infrastructure
- coal
- rubber
- iron
- oil
- manpower

Don't ask me why is this order. I wonder what manpower has to do with investing into different projects. If building something decreases the manpower, the symbolic 10 value for Italy will be really an absolute restriction to undertake anything serious. In that case it is a very correct choice for HOI to reflect the historical situation. (the lack of manpower posed the biggest problem to Germany in WWII).

Yes, those are the stats of the province in that window. Some stats are improvable and some are set.

Fiume was of Austria-Hungary untill the end of WW1, then occupied by Italian forces. In 1920 Italy and Yugoslavia signed the treaty of Rapallo: Fiume became an independent state. Then, in 1924, there was a 2nd treaty, the treaty of Rome: the city of Fiume and a small stripe of coast was annexed to Italy, instead the town of Sussak went to Yugoslavia. The city was occupied by Yugoslav forces on 3 may 1945, and annexed by Yugoslavia after the peace of Paris (10 feb. 1947).

>the city of Fiume and a small stripe of coast was annexed to Italy...

That's the important part!
So the rest of the 'Rijeka province' belongs to Yugoslavia(as u can see here - http://users.erols.com/mwhite28/post-ww2.htm), so it would be stupid if they just gave the entire province because of the one city...

Have you noticed the huge number of harbours? I bet each one will have a supply capacity and the total sum of them will be the maximum supply your army will be able to get once ashore.

Perhaps you will even be able to demolish & repair them, even to improve the installations (I can dream, can't I?) :)

That would be logical. I am thinking more of building temp ports like the USA did in Normandy. This would help the invaders if the demolition of ports is allowed.
Demolished port : No suplies
Temp Port : Some suplies, not much but enough to feed your troops and be able to move on to the next province.

And in fact I wasn't saying that that province should be Italian, only that it must not be called Rijeka: it's stupid to call a Yugoslav province with the Yugoslav name of a Italian city. That province can be called Karlovac province or with the name of another city that was of Yugoslavia during the years of HoI.
PS If you want to see better WW2 maps, check the thread:Post-1819 Websites.

In the meantime I have relayed the suggestion to replace Rijeka with Karlovac in the beta forum. I think this would make things more consistent, indeed. Thanks for the tip! :)

Maybe they are too much......
Italy had 4-5 big ports capable of military operations (La Spezia,Trieste,Brindisi,Taranto....and maybe Napoli)
I think region containing ports should be lesser, so they will have an higher strategic importance.
