Screen tearing - no solution

Hi!

I'm experiencing screen tearing no matter what I do with the game. It starts right after hitting "Start game" button and goes on until I close the game. It doesn't happen in "choosing a country and game settings" map mode. Tried everything on my Steam game and on XBOX game pass version:

- mixing every single combination of fullscreen on/off, vsync on/off, windowed mode on/off etc.
- trying to force dx9 in steam
- making my nvidia control panel force triple buffering and vsync
- changing every single setting


My hardware:

RTX2070
16GB RAM
Intel i7 9700K
