In a current SP open beta game playing as Germany at "regular" difficulty, I placed 100 Scout planes over the Western Poland air region. The Intel base amount per plane appears to be...

Civilian .004 (0.40 total intel gained per turn / 100 planes)
Army .003 (0.30 total intel gained per turn / 100 planes)
Air .002 (0.20 total intel gained per turn /100 planes)

indicating there must be some other modifers in play in addition to the above "base" define, indicating that it has been possibly nerfed by a factor of 1/10th for starters and then some other factors are applied to army and civilian. Just a "SWAG" (Scientific Wild Assed Guess".

edit> Possible conclusion in numbers

Recon_Base_Intel_Base = .002 (applies to Air) someone will have to confirm this in the open beta files
modifier of +50% for Army
modifier of +100% for Civilian
