Scout planes over water?

Can you train Scout Wings? Apparently not. How many should you have in a Wing? No idea. How many Wings do you need in a zone? Who knows. Do Scout Wings directly reveal things in the zone they're in or only add to the overall Intel level? It's not clear and not explained.

You are right, many things are not explained.
But I try some answers:
- scout-planes get experience while doing scout-missions.
- the number of planes and wings varies even in reality due to weather, terrain and distance. Mostly I have one wing with 50-100 planes in a region.
- in my experience they do reveal moving divisions ( activated "Danzig or war" I saw polish divisions moving towards my front in 5-6 tiles distance, where I normaly couldn't see anything. Scout-plane wing with 100 planes in West-Poland ).

The key-word "intel" is too "broad" in my opinion. A bit more accuracy ( than only army-navy-air-intel ) would be helpful in that case.
