Scotland has a union and wants to change her flag--HOW?!

In a scenario that I am actually close to completing, Scotland and Ireland have formed a Union of their crowns, and have a new flag (which I requested and received in the GRT). Now, how do I write an event wherein Scotland adopts this new flag by passing an Act of Union--similar to the historical Act of Union and the resulting British Union Jack?

That flag change is hardcoded, as is the French change to the tricolor. You need to have Scotland change tag. Look at the change from Muscovy to Russia and you'll see how it's done.
