I have just set up a Scottish client state, as the germans but and a very big but, is there a reason for the complete lack of Industrial base?

because the English have ripped it clean?

The Industry of Scotland is low, tis true, especially if you consider the vast Clydeside Industrial area.

However you can alter the IC level in the province.csv

Make a copy of your province.csv (just in case) and open with a text editor (like notepad)

These are the Scottish Provinces
3,5,6,7,8,9,10

you can up the IC level from here, save and play..
