Score system is largely favoring technology over pretty much anything else. A fallen empire with only one system is nearly guaranteed to be number 1 due to the so huge score attributed in technology.
Basically, you must wipe all fallen/awakened empire if you want to reach the top of the classement (especially if the "end date" is 2500).
It reduces the interest of having a score.

Full tech gives like 30k victory points (VP).

You can pretty easily go to 100k points, with more than 50k points on economic strength. Take only 50 planets and you will see that FE are a joke on the leaderboard. Research gets more VP on small map, and less in big maps, relatively.

i lower techcosts to 0.75 so maybe not completely fair comparrison. (i make mid/endgame earlier as well so it balances out partly) but i end up being equal or surpassing the FA/AE in most games before they awaken so i don't feel this is true

I agree with the OP. I have researched nearly everything in my game and the FE's are still ahead of me in tech. Can you all share tips for increasing your tech score?
I'm not sure if they messed around with the numbers since i looked into it. When i looked into it FE got 5 of all repeatable techs while not researching anything till they awakened. So thats your "goal" to beat them on that field.

Ways to boost your researchis getting advisors to boost % research points, change your species to get more % points for research jobs, get scientist with overall research % boost (or assign the correct trait to different research options) and the most basic one just build more science buildings

Meanwhile here I am with #1 rank based on pure pop and system count while my fleet is 15k and there's no way I'd even go near an FE.

FEs are only going to be a contender for score victory if they awaken and dominate the galaxy.

I really dont think tech points is the problem. Subjects give way too much victory points. i made a tiny galaxy game, ending 2400. Two months before end date i was at third position with 16k points and leader had close to 26k. I released all sectors i could (5/6) as subjects and though my eco-score bombed i still gained over 10k of points making me a winner of the game. Didnt feel like a winner though...

I's the economy and totally opposite. Score favors economy too much.
