There's already the automatic looting which gives various penalties to income and pop growth (and war exhaustion temporarily)
Right now, scorching is at least somewhat balanced by the income penalty you suffer due to it - if it was available in enemy provinces, each and every province that ever saw an enemy unit would be scorched.
