From watching the games it seems combat destroys infrastructure dont know, if tacs,cas can cause infrastructure damage
2 techs from the mass assault doctrine tree and one from the Mobile warfare doctrine tree give the partisan in your former territory bonuses

this reflects the scorched earth
What I'm asking say in Russia or even Poland with its rivers you are going to do complete fall back, wouldn't it be good to destroy everything that the enemy could use?

There is no dedicated scorched earth tactic in the game. You can, however, destroy state buildings that require a factory slot to denie them your enemy. You cant directly destroy infrastructure tho, but it gets damaged and destroyed by fighting in that state quiet heaviely. That basicly means that a fast retreat leaves it in very good condition, while a slow retreat will result in it getting heaviely damaged/destroyed.

Afaik there is no "scorched earth" button or a way to activate it which is a shame... I think that might be added in a later update.
