Hey, I have encountered a problem with surveying. If another empire surveys a system, even when I haven't surveyed it fully or at all, my science ships will ignore those systems completely. It can be a pain when expanding and your science ship is halfway across the galaxy

It doesn't seem to be a bug. Aside from Fallen Empires and Marauders, when an AI gains control of a system it basically surveys it for you. It will go back to being unsurveyed (by you) if the outpost in that system is destroyed.
